ERS & ELF maakten statement in Volkswagen-schandaal
Tijdens de ERS meeting in Amsterdam van een aantal weken maakte we een verslagje van de aandachtspunten op de jaarlijkse meeting van European Respiratory Society en de Europese Lung Foundation. Speerpunten van de bijeenkomst waren, meer bewegen, personalized medicine en het streven naar schone lucht. Opvallend was dat net voor de grootste bijeenkomst van longartsen in Europa kwamen de berichten van de Schoemeldiesel naar buiten. In eerste instantie kwam de ERS met een voorzichtige reactie maar op het einde van de conferentie kwamen ERS ELF met een krachtig statement. Hiermee toonden zij zich verontwaardigd over het fijnstofschandaal van Volkswagen.

The Volkswagen scandal and the need for truly independent, real world emission monitoring
The European Respiratory Society and European Lung Foundation are committed to lung health and clean air. The Volkswagen emissions-altering software scandal has rightfully outraged many who are working towards clean air in Europe and across the globe. It has also outraged European citizens and people living with lung diseases.
What this scandal forcefully illustrates is the need for independent real-world emissions testing. Such testing should be routinely done on representative samples of the vehicle fleet in all member states, and results should be made publicly available as a matter of principle. Assessments of air pollution impacts on health and ecosystems should be based on real-world emission data, not on values obtained in laboratory settings, which have become more and more remote from the real world over recent years.
The need for another form of vehicle emission testing should be clear enough for all to see now but this affair has wider ramifications because the EU is about to decide on a new National Emission Ceilings Directive. This directive sets comprehensive Emission Ceilings, which are upper limits above which national emissions of a number of major air pollutants are not allowed to go. The Directive covers emissions from all sectors, so not only transportation, but also industry, energy production, heating and agriculture. However, there is already a history of air pollution concentrations in Europe not decreasing in line with reported emission reductions. Just last year, a significant gap was seen in the Netherlands between a reported strong downward trend in ammonia emissions and actual ammonia concentrations that were not observed to change.
There is a clear logic in reducing air pollutant emissions to reduce air pollution concentrations to produce benefits for public health and ecosystems. However, without independent compliance monitoring and without effective enforcement through a well-designed system of sticks and carrots, the proposed National Emission Ceilings Directive may fail to deliver the goods, and public health and ecosystems will suffer the consequences.

Volgens de ERS illustreert het schandaal ook de behoefte aan onafhankelijke praktijk testen met betrekking tot de uitstoot van fijnstof en andere emissiestoffen van auto’s. Auto’s moeten routinematig en representatieve wijze in alle lidstaten getest worden. ERS en ELF vinden dat de emissieresultaten openbaar moeten worden gemaakt.
Evaluaties van de effecten van luchtverontreiniging op de gezondheid en ecosystemen moet worden gebaseerd op praktijk emissiegegevens, niet op de waarden die verkregen worden in laboratoria van bedrijven, die de afgelopen jaren meer en meer vervreemd zijn van de echte wereld.
Volgens de ERS is er een geschiedenis van concentraties luchtvervuiling in Europa, die niet in lijn is met de gerapporteerde emissiereducties. ‘Vorig jaar was een aanzienlijke kloof te zien in Nederland tussen een gerapporteerde sterke neerwaartse trend in de ammoniakemissie en de werkelijke ammoniak concentraties.’
De ERS pleit dan ook voor een onafhankelijk toezicht op de naleving van de gemaakte afspraken over emissiereducties en -emissieplafonds.
